Legalization at the Ministry

Citizens should legalize their formalities at the Bureaus listed below before submitting them for legalization at the legalization section at the ministry of Foreign Affairs and Emigrants
  • The Civil Status bureau: Civil registration Extract – Birth certificate- Contract of marriage- death certificate ( Such documents must be legalized at the General Directorate of the Personal Status bureaus located in Beirut, Saida, Tripoli, Zahleh and Nabatieh, the Department of Personal Status).
    • Special provisions and decisions of the ministry of Interior (Central administration- Beirut)
  • Ministry of Education and Higher Education: all School diplomas: elementary- middle- high school (The education bureaus in the governorates (Mohafazats)).
    • University degrees: all branches of the Lebanese University- legalization is to be done by the University registrar, the Branch director or the Rector).
    • Private Universities: Legalization at the university branch and then at the ministry of Education and Higher Education (UNESCO).
  • All formalities from notaries public require legalization by the ministry of Justice and then by the ministry of Foreign Affairs and Emigrants.
  • Translations and procedure of legalization: Example, translation of a Civil Registration Extract: The document is translated by a Sworn translator. The original document is attached to the translation which should be legalized by a notary public, then at the ministry of Justice before submitting it at the ministry of Foreign Affairs -legalization section. The same procedure applies to all other formalities.
  • Formalities issued by the religious authorities:
    • Maronite: the Patriarchate of which depends the interested person
    • Roman Catholic: the Patriarchate that the interested person follows
    • Greek Orthodox: the Patriarchate that the interested person follows
    • The same for the Latin, Syriac, Evangelical Patriarchate, etc………)
  • Religious Courts: the presidency of the court of which depends the interested person in Beirut on behalf of all the regions. (Sunnite, Shi’a, Druze,………….).
  • All the formalities issued by the various Lebanese ministries are legalized in the corresponding General Directorates by the head of Sections in charge.
  • The certificates issued by the Chambers of Commerce and the ministry of Industry are legalized by the employees in charge at the regional Chambers of Commerce and the ministry of Industry in Beirut.
  • All the formalities that originates abroad are legalized by the local authorities in the country where they originate, then by the ministry of Foreign Affairs of this country, then the Lebanese Embassy or the Consular office accredited in that country before being sent to Lebanon for legalization at the ministry of Foreign Affairs and Emigrants.
  • The formalities which are not legalized by the Lebanese Embassies and Consular offices abroad can be legalized at the Embassies and Consular offices accredited in Lebanon then at the ministry of Foreign Affairs and Emigrants.
